India's Pet Care Industry Faces Scaling Hurdles Despite Rapid Market Expansion
India's pet care market is on track to clear Rs. 11,000 crore by 2031, expanding at an 8% compound annual growth rate from 2026 to 2031, according to a Euromonitor International report unveiled at the CII India Petcare Summit 2026. The figure is the headline.

The operating constraint is the regulatory and veterinary capacity required to sustain it.
The Supply-Demand Mismatch
Demand is concentrated in a minority of fed animals. According to summit remarks from Manish Syag, Managing Director of Mars Pet Nutrition India, only 9% of India's dogs and 27% of its cats are fed packaged pet food, even as pet food represents 86% of the category's retail value. The Euromonitor report frames the bottleneck as regulatory depth, veterinary infrastructure, and cross-sector collaboration — not consumer appetite.
The demand driver is generational. Millennials and Gen Z treat pets as family and gravitate toward premium, health-focused nutrition. The supply side has not caught up, leaving most of the dog population outside the standardized nutrition framework entirely.
The summit, organized under the theme "Reimagining the Future of Companion Care," converged on four operational requirements:
- Science-based nutrition standards aligned with global frameworks
- Expanded veterinary infrastructure and trained personnel
- Domestic manufacturing capacity for pet food
- Ethical breeding practices paired with responsible ownership protocols
Dr. Naveena Kumar, Animal Husbandry Commissioner for India's Department of Animal Husbandry and Dairying, called for science-based nutrition, stronger regulatory frameworks, sustainable manufacturing, ethical breeding practices, and greater investment in research and veterinary infrastructure. Dr. Sujit Kumar Dutta, Joint Commissioner and Secretary of the Animal Welfare Board of India, cited the need for veterinary infrastructure and skilled manpower to underwrite sustainable growth.
